Regional Project RLA/06/901 - Assistance for the implementation of a Regional ATM System considering the ATM Operational Concept and support of corresponding CNS technologies

The SAM Implementation Group (SAM/IG), supported by Project RLA/06/901, aims to develop and implement Global Air Navigation Plan (GANP) initiatives in the SAM Region, leading to the transition from air traffic management and air navigation system based on ground-based infrastructure and systems to PBN performance-based air navigation, as well as other operational elements of improvement, with a view to strengthening the regional and interregional interoperable environment. Operational safety is addressed, within the scope of the indicators stipulated for the corresponding PBNP key performance area.

Objective of the Meeting

Planning and implementation meeting. It is necessary to provide continuity and monitor the implementation of the Regional Air Navigation Plan (R-ANP) within the framework of the ASBU GANP, as well as the regional ATM/CNS initiatives. Promote the National Air Navigation Plans (N-ANP).

Current situation of the MAR Region

The SAM Region has been implementing ATM improvements, with the implementation of PBN in en route departure and approach segments, within the framework of airspace optimization initiatives. To manage demand/capacity imbalances in airspace and airports, the ATFM service is being developed and data and indicator management capabilities are being generated. Regarding CNS support technologies, the development of regional ATN, the interconnection of ATS facilities with AIDC, and the implementation of regional and interregional AMHS interconnections are being promoted. The feasibility of using ADS-B for ATS surveillance is also being studied, as is the use of VoIP (voice over IP) technology to establish the first oral communications based on EUROCAE ED-137 standards, via REDDIG.

Nature of the event

This event is held every six months and is aimed at planners of air navigation services (AGA, AIM, ATFM, ATM/SAR, CNS and MET) of the States of the SAM Region, representatives of organizations related to civil aviation and representatives of the aeronautical industry.

Competencies/ Benefits to be generated by the event

The event allows for analysis, as well as communication and coordination between State and industry representatives, for collaborative decision making regarding the planning and implementation of ATM/CNS improvements aimed at the development of regional and interregional PBN, as well as other operational elements of the GANP.

Next steps in strategy development

According to the regional strategy timelines, the main initiatives under development are:

SAM airspace optimization: PBN implementation in TMA and Approach segments, FRTO implementation, en-route longitudinal separation reduction, route network optimization to implement RNAV-5 and ATS contingency plans.
ATFM implementation: OPSAM ATFM, ATFM Implementation Guide, national initiatives and regional plans.
Implementation of CNS capacity improvements: implementation of ATN infrastructure in the States and regionally (Project D1), establishment of AMHS and AIDC interconnections (Project D2).
Preparation of a study in the CNS/SUR Subgroup, with the support of ATM experts, of the separation minima that could be used by applying the existing ADS-B avionics on board the aircraft, using the information provided in ICAO Circular 326 as a guide.
Implementation of Volume III of the R-ANP CAR-SAM, as well as promotion of the National Air Navigation Plans N-ANP.
Activities for regional CAR/SAM management of the aeronautical frequency spectrum.
Support to the GREPECAS NEOSPACE-1 program.
