The SAM Airspace Study and Implementation Group (GESEA) was created at the SAM/IG/22 Meeting to optimize the activities of the PBN SAM Implementation Group (PBN/SAM/IG), with a view to:
to cover the topics related to Procedural Design that are mostly addressed in PANS-PAHO workshops;
facilitate more in-depth work on specific and complex topics on Airspace Planning and Management;
provide the best conditions for work outside of meetings, via teleconference.
to stimulate the participation of new professionals in the work carried out in SAM Airspace Planning and Management, as well as in activities related to PANS-OPS.
Objectives
study, evaluate, propose and/or share with the SAM States the standards and best practices for the development of Airspace Concepts, Airspace Planning and Management and Instrument Flight Procedures (IAC, SID and STAR);
support the SAM States in the harmonized implementation, at intraregional and interregional level, of Airspace Concepts, Airspace Management procedures and Instrument Flight Procedures;
advise the Lima Office on the implementation of ICAO SARPs on Airspace Concepts and PANS-OPS in the SAM Region (e.g., plans, roadmaps, guides, circulars and other documents, Instrument Flight Procedures Design Service, Circular 353-AN/209);
propose the implementation of new Airspace Planning and Management techniques and new types of Instrument Flight Procedures;
propose the GESEA Annual Work Plan to the Lima Office, based on the conclusions of the Regional Meetings (e.g. SAM/IGM, RAAC) and on the requests made by the States, organizations and users for the development of air navigation in the SAM Region;
advise the Lima Office on the prioritization of GESEA's work;
coordinate task forces and implementation work related to Airspace Planning and Management and Instrument Flight Procedures (e.g. SAM, CCO and CDO route versions, RNP AR APCH, etc.);
propose courses and training/workshops in the areas of Airspace Planning and Management and PANS-OPS, in order to promote adequate training of specialists and harmonization of the application of criteria in the SAM Region;
Consider especially human factors aspects and harmonization of regional implementation.
